2026 Ontario Immigrant Nominee Program Updates: Introducing the Ontario Workforce Priority Stream
Ontario has opened a new route to permanent residence. In the biggest change to Ontario immigration in years, the province has redesigned the Ontario Immigrant Nominee Program (OINP). The eight previous streams, including the Employer Job Offer streams, the Masters and PhD Graduate streams, and the Express Entry aligned streams, have now been closed and replaced by a single, consolidated pathway: the Ontario Workforce Priority stream.
If you were building a permanent residence application under the old rules, or if those rules left you without a clear route, your options have changed. Profiles that have not yet received an invitation under the old streams are being automatically withdrawn. However, this is not the end of your permanent residence plan. It is simply time to re-plan under the new system.
Meet the Ontario Workforce Priority Stream
The new Ontario Workforce Priority stream features three distinct pathways to permanent residence:
- Skilled Workers (TEER 0 to 3 Occupations) This pathway covers a wide range of occupations, from managers and professionals to technicians and skilled trades. If you have a full-time, permanent job offer in Ontario in a TEER 0 to 3 occupation, this could be your foundation for permanent residence.
There are also specific advantages for certain skilled applicants:
- Recent Ontario Graduates: If you recently graduated from an Ontario institution, you benefit from a shorter work experience requirement. You may qualify with only three months of consecutive experience in your job offer position over the past year, instead of the standard six months.
- Licensed Professionals: If you hold a licence to practise your profession in Ontario, you are exempt from the work experience requirement altogether. Your professional standing is recognised as sufficient
- Self-Employed Physicians Ontario has created a direct and uncommon route for doctors. Under the new stream, self-employed physicians can be nominated for permanent residence without needing a job offer. To qualify, you must be a member in good standing with the College of Physicians and Surgeons of Ontario, hold a valid certificate of registration in an eligible class, and be eligible to bill OHIP.
- Essential Workers (TEER 4 to 5 Occupations) Essential workers in hands-on roles now have a clearer path to permanent residence. This includes home support workers, construction labourers, material handlers, and food processing workers. If you have a full-time, permanent job offer, nine months of cumulative experience in the role over the past two years, a Canadian secondary school diploma or equivalent, and a language level of CLB 4, this pathway is designed for you.
New Language and Education Requirements
Language scores play a critical role in the new stream. The skilled worker pathway generally requires a Canadian Language Benchmark (CLB) of 6, though CLB 5 is accepted for certain occupations. The essential worker pathway requires CLB 4.
Education requirements have also been clarified. Skilled workers generally need a post-secondary degree or diploma, while essential workers require a Canadian secondary school diploma or equivalent. If your credential was earned outside Canada, an educational credential assessment will be necessary.
A Message for Employers
This redesign directly impacts how employers retain and sponsor talent. The new stream helps you keep proven workers in hard-to-fill roles. Please note that job offers registered under the old streams are being withdrawn. Once the employer portal reopens, you must submit a new job offer and a new application to support your candidate.
For employers in rural and northern communities (defined as a census division with a population under 150,000), the province has introduced lower gross annual revenue thresholds. This makes it easier for smaller, regional businesses to support their skilled candidates.
Timing and Next Steps
The redesigned Ontario Workforce Priority stream is now in place, but the application system is expected to open later this summer. That waiting period is your opportunity. Applicants who prepare now by confirming eligibility, completing language tests, and gathering documents will be ready to move the moment the intake opens. Getting your application ready early is the single best thing you can do to protect your permanent residence timeline.
