The Temporary foreign worker program (TFWP) is a program which allows Canadian employers to hire foreign workers. Depending on whether the position is high-wage or low-wage, the conditions vary, but in both cases the employer usually must obtain a Labour Market Impact Assessment (LMIA) before a work permit can be issued. If the outcome of the LMIA is positive, the foreign worker may apply for an employer-specific work permit, which allows them to only work for one employer and cannot be used to work anywhere else. Depending on the situation, the work permit application can be submitted outside of Canada, or at a port of entry (either an airport or land border). It is possible that an applicant qualifies for expedited 2-week processing under the Global Skills Strategy or falls under certain LMIA exempt categories.
