Under the new April 2026 guidelines, your study permit is all you need, provided it includes the appropriate employment conditions. Students can now work for any employer approved by their Designated Learning Institution (DLI) as part of their program requirements.

Eligible doctoral (PhD) students applying from outside Canada may have their applications processed in as little as two weeks.

– Applying from outside Canada
– Application submitted online
– You’re accepted into a doctoral (PhD) program at a Designated Learning Institution (DLI)
– You include all required documents (LOA, proof of funds, passport, etc.)

  • Reduced Administrative Burden: You only need to maintain a single permit to cover both your classroom education and your required work placements.
  • Immediate Readiness for Employers: Without the wait times associated with a secondary work permit application, you can seamlessly transition into your co-op or practicum as soon as your study permit is active.
  • Stress-Free Application Updates: If you had a pending co-op work permit application when the rule changed, no action is required on your part. IRCC will automatically withdraw all eligible and active applications.

Who is Eligible for This Exemption?

To take advantage of this streamlined process, you must meet specific criteria. The exemption applies to post-secondary students who:

  • Possess a valid study permit with conditions that authorize on-campus or off-campus work.
  • Are enrolled as a full-time student at a DLI.
  • Are in a study program lasting at least six months that leads to a degree, diploma, or certificate.
  • Have a letter from their DLI confirming the work placement is a mandatory requirement of the program.

It is important to note that the work placement must account for 50 percent or less of your total study program. Additionally, international students at the secondary school level are not eligible for this exemption and must still apply for a traditional co-op work permit.
