What to Do If Your Immigration Application Is Stuck in Limbo for Months—or Years
Many applicants find themselves waiting far longer than expected for decisions from Immigration, Refugees and Citizenship Canada (IRCC). When there is no communication, no requests for further documents, and no progress visible on your online account, it may feel like your file has disappeared into a black hole. While some waiting is inevitable, prolonged silence or stagnation may signal that your application is stalled.
Understanding what steps to take—and when—is crucial.
Check Processing Times and Compare to Your Case
Start by reviewing IRCC’s official processing times for your specific application category. Keep in mind that these are averages based on past files and can fluctuate. If your case is already beyond the posted processing time, it may be time to take further action.
Request Your GCMS Notes
Global Case Management System (GCMS) notes are internal records maintained by IRCC. They can reveal:
- Whether a decision has been made but not communicated
- If an officer is assigned
- Reasons for the delay (such as missing documents or security screening)
These notes often provide the first real insight into what’s happening with your file.
Submit a Webform Inquiry
Use the IRCC webform to request an update. While the response is usually generic, in some cases it triggers a review of the file or a request for action from the assigned officer.
Contact Your Member of Parliament (MP)
You are entitled to ask your MP to inquire with IRCC on your behalf. While this won’t guarantee faster processing, many applicants have seen movement after an MP intervenes—particularly in humanitarian or family reunification cases.
Avoid Reapplying Without Legal Advice
Many applicants are tempted to withdraw and reapply, believing a fresh application may be faster. This can be risky and may lead to further delay, especially if the original file is not properly closed or if there’s a negative immigration history attached to the withdrawal.
Know When to Consider Legal Action
If IRCC has had your complete application for an extended period (typically over a year, though sometimes less), and you have followed all required steps, you may be eligible to pursue legal relief through the Federal Court. A mandamus application can compel IRCC to make a decision—but only when specific legal conditions are met.
